I've had Mego V.I.N.CENT and Maximilian for a while, with the former in pretty rough condition. I've been really wanting better versions in that scale, and I've been wanting a few of each.
I'll probably get one version of each to be those characters then customize others to sneak into my Star Wars figures.

Hardly, I think the vast majority of collectors can't find any of those discount figures, if acquisition posts are any indication. Most people are busy working or taking care of other obligations and can't be at a store when it opens - I think it's easy for those that hunt for figures for a living, but for everyone else, they have to seriously luck out in order to find anything left at places like Ross.
I'm not referring to retail. they just have to look online for them. you look at all the e tailers from EE to KId's warehouse to deep discount, etc. you'll find plenty of marked down tvc. I'm set thru at least the beggining of next year .. as long as target doesn't change thier dpci, I'm good. the htrawn and ashoka from the old dpci wings up under the new one. I have plenty of both..
Not seeing $5 TVC figures at those online retailers.
So, are you buying new figures at Target and returning old ones, or am I misunderstanding that last comment about the DPCI?
buying tvc in general. the sales always are the end of the year. sometimes they will show up once or twice during the year. I'll guarantee that the acolyte stuff will be heavily marked down towards the end of the year, both tvc and bs. I see lots of tvc that was as low as 3.98 online returned to stores. there were mulitples of them. they outsourced the 3x landos at most stores here. fennec shand, kuill, lobot, ashoka, along with the ross markdown tvc, etc. thta's how it's playing out out now and will continue until stores like wlamart go by upc instead of assortment numbers for their product. most people will gladly buy the cheap stuff and return it for the new stuff. money is tight and people are starting to figure out the cheapest and easiest way to get what they want.
I'm not sure "most" people would be willing to do that, since it's a form of retail fraud. If money was that tight for me, I'd simply stop collecting and prioritize my finances for the essentials. I don't think TVC is worth $17, nor deluxe $25, so I wait for sales for figures I don't really care about, and only pay full MSRP for what I truly want - I think that's a better way than exploiting retailers and dumping unwanted clearance figures.
Well, I would not return figures for a higher price that I paid. Just would feel wrong to me.

The Imperial Officers 4 pack are back in stock on Pulse. They are still listed as Outlet and are $26.91. I just grabbed two 15 minutes ago.
thye made a craplaod of those 4 packs. been in the outlet now for at least a week...
I got some more $4 figures from Ross. Can’t pass up the custom fodder for that cheap.
I picked up another Mandalorian Fleet Commander at Wal Mart this morning while running some errands and when I got home, my Imperial Officers 4 packs were waiting for me. I was pleasantly surprised since estimated day of arrival was July 2nd.
I went to a Wal Mart about 25 minutes from home today and was pleasantly surprised. It appears that they had several cases of the Vader/Stormtrooper wave. I was bummed that all the Leia figures were gone. The crazy thing was that there were remnants of other waves as well. There were two Ashoka, two Grogu, two Klatooinian Raider, one Tusken Warrior, and of course, two Lando. 
The same Wal Mart also had the deluxe Dark Trooper. When I scanned it with the app, it said no matches found. When the associate scanned it for me, it came up $14.97. He was confused because his device told him that they weren't sold at that location and there was only one in stock. The funny thing was that there were several on the shelf and I bought two. 
Nice finds. The strange assortment is due to an assortment in a display shipper that has some older stuff like the Klatoonian and the deluxe Dark Trooper. Some stores are just destroying the shipper displays and filling the pegs instead.

I saw more evidence of this at the nearby Wal Mart. After checking the main figure aisle and seeing the all to familiar 17 Lando, I almost gave up. As I was heading out of the toy department, I decided to look for a shipper. I didn't find one but instead found figures hanging on a side cap. Does anyone know if Leia ships with this assortment, or do the other figures fill that slot?
I got lucky and found a TVC figure at Ross. As I entered the store and headed to the toy department, I could immediately see Retro figures. They had 6 Palpatine. Behind him was one lone Weequay. I grabbed it and went on my way.
