It could be a mix... not too fussy anymore with the lack of new stuff coming out anymore.

I also had Rebel Pilots on my alternates very similar to yours, but I figures with the recent release of one (even though the characters they choose aren't in any of the media), I figured I'd chose some other things.

Rebel pilots from Home One. If they wanted diversity, they could go with the deleted scene Sullustan A-Wing pilot

This is a hard one cuz unlike when asking for figures (where you know pretty much exactly what you're gonna get), you're never sure what they're gonna do when they announce a 4-pack. Will it be a new mold or reuse the old sculpt before permanently retiring it? Will it have actual characters or be Hasbro employees as the faces? I feel like asking for new molds kinda goes against the spirit of these 4-packs and the place for some of the ones I'd most want like the Endor Rebel Commandos and Hoth Rebel Commanders would be better suited to March Madness and whatnot, so no new sculpts. Also, I want all four figures from every set to be characters actually in the movies. No Hasbro employees. Here goes.

1. Phase 1 Clone Commanders (Clone Lieutenant, Commander, Officer, Sergeant) (sourced to AOTC)
2. Naboo Pilots (all four faces from TPM, including Dineé Ellberger, Arven Wendik, and Porro Dolphe)
3. Bespin Security Guards (with ALL FOUR faces actually sourced to ESB)
4. Phase 1 Clones (plain white, all generic, new sculpted helmet) (AOTC)
5. Ewoks (using designs from ROTJ and/or the Ewok movies that haven't been made before) (also maybe some alternate hoods)
6. Imperial Officers (black uniform) (with four faces from the OT and accurate badges/code cylinders, discluding Praji who needs to be carded)
7. 327th Star Corps Troopers (sourced to ROTS) (including both varients of pauldron)
8. 212th Attack Batallion Clone Troopers (sourced to ROTS) (including 3 standard Troopers and one Airborne Trooper)
9. Shock Troopers (sourced to ROTS, including one with a pauldron)
10. Elite Squad Troopers (using the NEW Clone mold, with the four faces from Bad Batch)

I didn't expect most of my picks to be Clones but here we are. Hasbro are dragging their feet way too much with pumping out movie Clones using the new mold. Honourable mentions go to 501st Troopers (four from ROTS including Appo), Coruscant Landing Platform Troopers (ROTS), and the Clone Commanders (Cody, Bly, Neyo, Gree, Bacara) who ought to be single carded and NOT in 4-packs. Kashyyyk Troopers and Galactic Marines need all-new sculpts so I disqualified them. I'd still probably want those others more anyway.

Not into army building, so I'm not much for this format, especially when it locks a unique character like the Tusken Chieftan with troop builders I don't want. That said, there are a limited number I'd buy for certain:

I noticed everyone is listing Trooper Builder “Packs.” I just assumed this top ten was looking for single carded troop builders (that might eventually end up in a TVC four pack). Distribution method doesn’t matter to me, I want all of these in some form or another.

Great question. I’m not much of a troop collector but those Hasbro Pulse 4-packs have been a great way to backdoor some individual characters or different looks, so for me it’d be something like:

1. Aldhani troopers (ANDOR Aldhani heist crew: Skeen, Taramyn, Nemik, and Lt. Gorn)
2. Narkina-5 prisoners (ANDOR - Cassian’s table, and/or including Kino)
3. Home One pilots (ROTJ - love this idea)

5. Mudtroopers (SOLO - could include Beckett and Val in disguise)
